Abstract
State Program of Healthcare Development of the Republic of Kazakhstan "Salamatty Қазақстан” for 2011-2015 addresses the issues of protection of public health and ensuring sanitary and epidemiological well-being of the population.
The objectives of the State Program shall be as follows: (a) ensuring healthy nutrition for the population and the prevention of nutrition-dependent diseases; (b) improving the nutrition of children, women of reproductive age, pregnant and lactating women; (c) ensuring a sustainable supply of safe and healthy food to the population; (d) informing the public about healthy diet and nutrition; and (e) monitoring, evaluation and research of nutrition of the population.
The following measures shall be adopted: (a) to ensure protection, advocacy and support for breastfeeding and the timely introduction of adequate complementary foods for infants and young children; (b) to organize manufacturing of infant food and medical-prophylactic food products using local raw materials; (c) to ensure healthy nutrition and food safety in orphanages, pre-schools and schools; (d) to ensure sustainable supply of safe and healthy food to the population; (e) to expand manufacturing of foodstuffs with a low content of saturated fats and trans-fatty acids, simple sugars and salt, with a high level of vitamins, minerals, trace elements and dietary fiber; (f) to ensure adequate enrichment of basic food products with micronutrients and development of products for additional nutrition; (g) to improve nutritional qualities and increase food safety in public and state institutions (public catering system, child and school meals, hospitals, military institutions, etc.) by strengthening requirements and improving food safety control system; (h) to establish intersectoral food safety systems that use the farm-to-table approach and risk analysis mechanisms consistent with the Codex Alimentarius; (i) to ensure compliance of national standards for food products and their production, sanitary rules and norms, other regulatory documents on food safety control with international requirements; and (j) to promote correct and detailed labelling of foodstuffs.
