Regulation on the Joint Commission of the Republic of Kazakhstan and the Kyrgyz Republic for the use of interstate water facilities of the Chu and Talas rivers.

The Regulation on Joint Commission of the Republic of Kazakhstan and the Kyrgyz Republic for the use of interstate water facilities of the Chu and Talas rivers defines the main tasks and functions, rights and obligations of the Commission, as well as the main procedural actions for organizing cooperation between the Parties in accordance with the Agreement. The scope of the Commission's activities includes the following interstate water facilities on the Chu and Talas rivers, owned by the Kyrgyz Republic: On the Chu River - Orto-Tokoy reservoir with all facilities on it; - Bypass Chui reinforced concrete canals from the Bystrovskaya hydroelectric power station to the city of Tokmok total length km. with all facilities on them; - Western Big Chui Canal, km long. with structures on it; - Eastern Big Chuisky canal with a length of km. with structures on it;- Chumysh waterworks with a complex of facilities included in it; on the Talas River - the Kirov reservoir with all the facilities on it. The Commission is established on a parity basis and operates under the leadership of two co-chairs appointed by the Parties. The main tasks of the Commission are: (a) coordination and review of the activities of the Parties to implement the Agreement; (b) development and implementation of joint measures aimed at meeting the needs of the population and production facilities of the Parties in water resources; (c) comprehensive assessment and forecasting of the state of waterbodies, regulation of the use of their water resources in order to achieve mutual benefit on a fair and reasonable basis; (d) harmonization of normative indicators of water consumption and water disposal, accounting and measurement of water; (e) coordination of documents regulating the procedure for organizing the operation of interstate water management facilities and equity participation in the financing of repair and maintenance work, maintenance, flood control and other measures that ensure the safety of these facilities; (f) coordination of reservoir operation modes and implementation of adjustment of regimes and limits depending on the actual water level and the needs of water users; (g) establishing a procedure for joint actions in emergency situations, coordinating measures to pass floods and combat floods, mudflows and other natural disasters; (h) organizing the exchange of hydrological forecasts, information on the water management of the situation in the Chu and Talas river basins and other current and operational information; (i) coordination and coordination of programs for monitoring waterbodies, accounting for water and hydraulic structures, water register in order to form a basin-wide system for monitoring and accounting for water in the basins of the Chu and Talas rivers; (j) organization of joint scientific research and development on the issues of operation, maintenance and safety of interstate water management facilities, as well as regulation and rational use of water resources of the Chu and Talas rivers; and (k) consideration of other issues related to the activities of the Commission.
