Abstract
State Program for the Development of Health Care in Kazakhstan "DENSAULYK" for the period 2016-2019 is a multisectoral policy document aimed at the improvement of the population’s health for ensuring sustainable social and economic development of the country.
The main directions for the implementation of this program shall be: (a) development of public health as a basis for protection of public health; and (b) integration of all health services. One of the key objectives of public health care system at the local level will be to increase the informed responsibility of the population for their own health through rationalization of nutrition and promotion of healthy lifestyles, sanitary and physical culture. This will be supported by activities to inform and educate citizens, empower them to improve personal health, public health and promote good nutrition.
The main functions of the system of health care shall be raising public awareness and involvement in prevention and reduction of harmful effects of various environmental factors, unhealthy diet and behavioral risks. A healthy school feeding concept will be developed, and the promotion of healthy food consumption (fresh and ecofriendly, low fat, low salt, low sugar) will be strengthened. Continuous monitoring and supervision of risk factors and reduction of occupational, environmental and social risks will be carried out. In accordance with international standards, intersectoral cooperation among various State and public institutions should be aimed at reducing risk factors for the emergence of infectious and non-communicable diseases and should include comprehensive measures aimed at: (a) healthy and balanced diet; and (b) ensuring permanent access to potable water, reducing air, water and soil pollution, and reducing noise levels, taking into account the monitoring of their impact on the population's incidence of disease. Within the framework of intersectoral cooperation, comprehensive measures will be implemented to provide the population with full-fledged housing and communal services (ensuring permanent access of the population to potable water, sewerage, domestic waste management, heat, energy supply, etc.).
