Abstract
State Program of Forced Industrial-Innovative Development of Kazakhstan for 2010-2014 is multi-sectoral nationwide policy document aimed at the development of oil and gas sector, agro-industrial complex and energy sector, including nuclear energy and renewable energy. The goal of the Program shall be to ensure sustainable and balanced growth of the of the economy through diversification and improvement of its competitiveness.
The objectives shall be development of priority sectors of the economy, ensuring its diversification and growth of competitiveness; increasing social efficiency of the development of priority sectors of the economy and implementation of investment projects; creation of a favorable environment for industrialization; formation of the centers of economic growth on the basis of the rational territorial organization of economic potential; and ensuring effective interaction of the state and business in the development of priority sectors of the economy.
The efforts of the state will focus on the development of the following priority sectors of the economy: (a) traditional: the oil and gas sector, the mining and metallurgical complex, the nuclear and chemical industry, with a subsequent transition of raw materials industries to higher levels of processing; (b) development of energy saving and energy efficiency technologies, renewable energy sources, ensuring reduction of energy consumption and emissions into the environment, as well as transition to energy independence (i.e. autonomous power generation); increasing the share of renewable energy sources (small hydroelectric power plants, wind power plants, and solar power plants) in the country's energy balance. (c) development of high-tech and science-intensive nuclear industry, ensuring the transfer of advanced technologies, achievement of established target indicators of uranium production and creating conditions for the development of pre-reactor nuclear fuel cycle facilities; (d) creation of conditions for improving the competitiveness of agro-industrial complex enterprises, growth of gross value added in agro-industrial complex, increase of labour productivity in agriculture, reach the share of domestic production of foodstuffs in the total volume output at the level of 80 percent; and financial recovery of agricultural enterprises
In order to develop the sphere of biotechnology effectively and qualitatively, the following measures will be implemented: (a) creation of a collection of microorganisms and biotechnological facilities for producing ferments, food protein, amino acids, enzymes, and bioconservatives; (b) development of highly productive, competitive plant varieties for agriculture; (c) development of environmentally friendly biological methods of plant protection against pests and diseases; (d) creation of consortiums of microorganism strains for application in bioremediation of oil contaminated soil and water ecosystems; (e) development of methods for phytoremediation of soils contaminated with heavy metals and pesticides; and (f) development of methods for phytoremediation of soils contaminated with heavy metals and pesticides, based on the use of hyperaccumulator plants.
