Abstract
State Program of Forced Industrial-Innovative Development of Kazakhstan for 2015-2019 is a nationwide multi-sectoral policy document setting forth the goal of stimulating diversification and increasing the competitiveness of competitiveness of the manufacturing industry. It covers metallurgy, oil processing industry, food processing industry, agrochemistry and manufacturing of agricultural equipment. Food processing industry is considered to be a priority sector to the purpose of implementation of the State Program.
The objectives of State Program shall be as follows: (a) advanced development of the manufacturing industry; (b) improving efficiency and increasing added value in priority sectors; (c) expansion of markets for sales of non-resource goods; (d) increasing productive employment; (e) giving a new level of technologically priority sectors of the manufacturing industry; (f) increased productive employment; (g) creation of innovative clusters; (h) stimulation of entrepreneurship and development of small and medium-sized businesses in the manufacturing industry.
The actions of the state central and local executive bodies, development institutions, public associations, financial organizations, private and state-owned enterprises aimed at the development of priority sectors will be consolidated for sustainable growth of the processing industry.
Target indicators include: (a) increase in the volume of manufactured products of the processing industry; (b) growth of gross value added in the processing industry; (c) growth of labour productivity in the manufacturing industry; (d) growth in the value of non-resource (processed) exports; (e) reducing the energy intensity of the processing industry; and (f) employment growth in the processing industry.
Food production is a strategically important industry that ensures the food security of the country. There is a steady trend of growth of the country's population with an increase in food consumption and a change in consumption patterns towards higher-quality products. Objectives of food production shall be as follows: (a) improving the accessibility of agricultural raw materials for enterprises processing agricultural products; (b) improving the accessibility of financial services for enterprises processing agricultural products; (c) reducing infrastructure costs (utilities, transportation services, costs for packaging etc.) of production in the sector, including through the mechanism of PPP; (d) creation of conditions for the expansion of marketing of domestic food products; (e) development of food consumption culture; (f) development of technical regulation in the food industry; (g) improvement of export/import trade regulations; (h) provision of enterprises processing agricultural products with qualified personnel; and (i) improvement of commodity turnover accounting.
In the period from 2015 to 2019 in the field of food production it is provided for the implementation of priority projects for processing of: (a) poultry products (production of poultry meat, eggs); milk (milk powder, butter, cheese and cottage cheese, drinking milk, dairy products); (b) meat (frozen, canned, sausages and similar products); (c) fish (frozen fish, fish fillets, fish cooked and canned); (d) cereals (flour, pasta, starch, gluten, inulin and other); (e) oilseeds (production of vegetable oil, margarine); (f) fruits and vegetables (juices, canned vegetables and fruits); and (g) sugar, confectionery products (sugar, chocolate and sugar, bakery and confectionery products fresh and long storage); and (g) increasing the availability of financial services for enterprises processing agricultural products.
