Strategic plan for development of the Republic of Kazakhstan until the year 2020.

This Strategic Plan is a multi-sectoral policy document covering processing industry, agriculture and environment. Priorities of diversification shall include agro-industrial complex and processing of agricultural commodities. Diversification of the national economy shall require introduction of eco-friendly technologies based on renewable energy sources and implementation of low-carbon green policies.
Passage to green economy shall be performed following the directions of: (a) rational use of water resources; (b) development of sustainable and highly productive agriculture; (c) energy saving and improvement of energy efficiency; (d) development of electric power industry; (e) development of waste management system; (f) reduction of air pollution; and (g) preservation and effective management of ecosystems.
Key priorities of agricultural development shall be as follows: (a) increase of labor productivity shall increase by at least 4 times; (b) wheat yield will reach the level of 1.4 tons per hectare; (c) export potential of the agricultural sector will increase to 8% of total exports; (d) labor productivity in the agro-industrial complex will increase at least twofold; and (e) the share of meat processing will increase up to 27 percent, milk - up to 40 percent, fruits and vegetables - up to 12 percent.
