The 9th National Socio-Economic Development Plan Financing Strategy (2023-2025).

This financing Strategy for the National Socio-Economic Development Plan provides for identifying practical steps to support the achievement of the goals set out in the National Plan in an increasingly challenging financial context. Based on the six pillars of the 9th National Socio-Economic Development Plan, this Financing Strategy thus aims at: achieving sustainable economic growth, diversifying economy, promoting human capital development and the people’s wellbeing, ensuring climate change management and environmental protection, regional cooperation and good governance. The Strategy specifies the following core actions, in order to define its scope and objectives: 1) promote production to substitute imports and support exports to build up a strong and sustainable revenue base; 2) strengthen revenue collection, in particular tax revenue; 3) enhance effectiveness of investment-expenditure; 4) maintain monetary stability; 5) enhance public management governed by the rule of law.
The Strategy promotes an integrated approach to financing, by exploring the contributions of the private sector, and mapping investment opportunity areas aligned with the Sustainable Development Goals and government priorities. This Strategy is structured along five chapters, reflecting several policy areas selected by the Government: 1) domestic public finance; 2) international public finance; 3) domestic private finance; 4) international private finance; 5) financing priority sectors, including: health, education, green and climate. The actions and measures include: budget support for climate-resilient development; emissions trading schemes; safeguarding biodiversity and reducing illegal environmental trafficking of wildlife and timber.
