Abstract
This Agreement establishes the mandate, organizational structure, and operational principles for the Department of Land Management and Development (DLMD) under the Ministry of Agriculture and Environment. The DLMD functions as a central secretariat responsible for the nationwide administration and development of land resources. Its substantive duties include the implementation of the National Land Allocation Master Plan, the classification of eight land categories, and the issuance of land titles for both state and private entities. Additionally, the Department is tasked with soil quality assessment, the regulation of organic and chemical fertilizer production, and the promotion of agroecology.
he instrument outlines a comprehensive regulatory framework for land-related economic activities, including the management of state land leases and concessions. The DLMD is authorized to oversee land valuations, manage condominium registrations, and monitor real estate businesses to ensure compliance with anti-money laundering and counter-terrorism financing regulations. Substantive administrative powers granted to the Department include the authority to issue technical guidelines, resolve administrative land disputes, and manage a modernized digital land information system to facilitate public and private sector services.
Organizationally, the DLMD is composed of nine specialized divisions, including departments for Land Registration, State Land Management, and Land Business Management, along with centers for Surveying-Mapping and Soil Analysis. The Department operates under the principle of centralized democracy and the "one-head" leadership system, where the Director General holds primary accountability to the Minister. Technical centers within the DLMD are specifically mandated to provide laboratory services for soil and fertilizer analysis and to maintain the national continuous operation reference station (CORS) network for land surveying.
