Decision on Adoption and Promulgation of Lao Wildlife Law and Forest Law Enforcement Network (LAO-WEN) Operation Manual, No. 1223/MAF.

This Decision formally adopts and promulgates the LAO-WEN Operation Manual to guide implementation of the Wildlife and Aquatic Resources Law and Forestry Law. The Manual establishes an institutional and operational framework to enhance inter-agency coordination in preventing, investigating, and prosecuting wildlife, aquatic, and forest resource crimes, particularly serious and transnational offences.
More specifically, the Manual defines mandates, roles, and coordination mechanisms of the LAO-WEN Steering Committee, Coordinating Committee, focal points, and investigation task forces. It sets out structured planning processes based on goals, inputs, activities, outputs, outcomes, and impacts, and prescribes procedures for intelligence sharing, joint investigations, reporting, and cooperation with prosecutors and international partners. The Department of Forest Inspection serves as the central focal point for coordination and information management.
