Abstract
This Decision sets out the regulations and procedures for managing chemical substances through mandatory registration and trade controls in Laos. It aims to monitor the flow of chemicals to ensure safety, protect the environment, and comply with international conventions.
The Decision establishes a "Chemical Inventory" system where every chemical must be categorized based on its hazardous properties (e.g., explosive, toxic, or flammable). Businesses must register their chemical list with the Department of Industry and Handicraft. Every shipment requires a specific permit. Applicants must provide Chemical Safety Data Sheets (CSDS) and proof of proper storage facilities. Chemicals passing through Laos to a third country must be declared and must follow strict safety and environmental protection routes. Registered entities are required to submit reports every three months regarding their chemical stock and usage levels.
