Abstract
This Ministerial Decision establishes the principles and regulations for transforming Lao industrial plants into "Green Industries." It aims to improve production efficiency and environmental responsibility through technical upgrades that save energy and raw materials while reducing pollution. Application is voluntary for all domestic and foreign entities operating factories within the country.
It defines 13 green components, ranging from renewable energy use to waste reduction and biodiversity conservation. Based on these, the Decision categorizes green industries into four progressive levels. To obtain certification, operators must submit a green industry plan to the Department of Industry and Handicraft. Certificates are valid for three to four years depending on the level achieved. Approved factories gain rights to promotional policies, rewards, and legal protection of their interests.
