Abstract
The Decision establishes the National Land Information System (NLIS)as the unified digital platform for managing all land-related data in Laos. The NLIS integrates cadastral, mapping, land registration, land use, valuation, and administrative data into one standardized system. It defines system components, including databases, servers, GIS functions, and application programming interfaces (APIs), to ensure consistent data management across ministries and provinces. The Decision sets principles for accuracy, transparency, interoperability, cybersecurity, and the use of international technical standards such as ISO and WGS84. It outlines institutional responsibilities and system governance. The Ministry of Natural Resources and Environment oversees NLIS development, operation, and maintenance, while provincial and district offices input and verify data.
