Abstract
The Decision on Green Industry establishes the principles and regulations for transitioning Lao manufacturing plants into eco-friendly entities. It defines "Green Industry" as an environmental management system focused on continuous production improvements and social responsibility. The framework identifies 13 core elements, including energy efficiency, waste reduction, and sustainable supply chains . Participation is voluntary for individuals and legal entities operating factories within the Lao PDR.
The regulation categorizes green industries into four progressive levels, ranging from basic certification (Level 1) to established green networks (Level 4) . To receive certification, operators must submit a green industry plan to the Department of Industry and Handicraft for evaluation. Certified entities gain rights to promotional policies and awards but must maintain strict compliance with environmental standards to avoid the suspension or revocation of their certificates .
