Abstract
This Decision establishes the legal framework for the creation, management, and inspection of zoos, wildlife farms, and botanical gardens in the Lao PDR. Its primary goal is to ensure that these facilities operate in accordance with national laws and international treaties, such as CITES, while promoting sustainable wildlife breeding and tourism. By regulating these activities, the state aims to protect the environment and wildlife habitats while contributing to national socio-economic development.
The Decision distinguishes between different types of facilities based on their purpose: zoos focus on tourism and public education, wildlife farms support commercial consumption and trade, and rehabilitation centers prioritize scientific research and the recovery of endangered species. Depending on the conservation status of the species (List I, II, or III), authority to grant licenses is divided between the National Government, the Ministry of Agriculture and Forestry, and provincial offices.
Technically, applicants must provide comprehensive documentation, including economic-technical feasibility studies and environmental and social impact assessments. Licensed operators are strictly obligated to maintain animal health through dedicated veterinary units and must report any illnesses or unexplained deaths to authorities. Furthermore, the trade of wildlife is restricted to second-generation (F2) offspring or beyond for specific species categories to ensure that natural populations are not depleted.
