Abstract
This Decision provides for the management, establishment, and operation of wood processing plants in Laos. Its primary goal is to modernize the industry to ensure high-quality production and value addition while maintaining strict environmental protections. It categorizes facilities into four types: sawmills, wood processing plants, furniture factories, and family-sized furniture shops. Each category is further defined by size based on the number of employees or machine horsepower, ranging from large-scale operations to small family businesses
To operate, facilities must adhere to rigorous technical standards covering location (distanced from communities and schools), building structure, and machinery efficiency. The Decision places a emphasis on sustainability, requiring plants to secure legal raw materials. Furthermore, operators must provide health and safety protections for workers, conduct environmental impact assessments, and obtain a series of certifications from multiple government sectors, including agriculture, commerce, and natural resources.
