Decision No. 1045/MAF on the Management and Monitoring of Timber Input and Output.

This Decision establishes the principles, regulations, and measures for managing and monitoring timber "input and output" for all timber business entities in Laos. It covers the systematic recording, reporting, and inspection of timber from the point of entry into a facility—such as sawmills, processing plants, furniture factories, or warehouses—until it is sold domestically or exported. The regulation aims to ensure legal timber usage, promote sustainable forest resource management, and modernize the national wood processing industry
Under this legal instrument, business operators are required to maintain detailed documentation, including harvesting permits, sales contracts, and internal movement permits. They must submit quarterly reports to District Agriculture and Forestry Offices and retain all records for at least ten years in both physical and electronic formats. Government authorities are empowered to conduct three types of inspections: regular planned audits, pre-announced visits, and sudden unannounced checks. Violations of these protocols, such as document forgery or bribing officials, are subject to various penalties ranging from warnings and fines to criminal prosecution.
