Abstract
This Ministerial Decision defines the organizational structure and mandate of the Department of Meteorology and Hydrology (DMH) to ensure efficient weather and water resource monitoring across the Lao PDR. It establishes the DMH as a central technical authority responsible for advising the Ministry on policies, legislation, and strategic plans related to climate services. By standardizing national observation networks, the Decision aims to enhance disaster preparedness and support sustainable socio-economic development through accurate environmental data.
Specifically, the DMH is tasked with managing specialized divisions focused on weather forecasting, earthquake monitoring, and hydrological station networks. The Decision outlines technical duties such as issuing early warnings for natural disasters, conducting climate research, and managing international cooperation with global meteorological organizations. Furthermore, it clarifies the reporting hierarchy and leadership roles to ensure the timely dissemination of critical data to the public and relevant government sectors.
