The Decision also describes systems for measurement, reporting, and verification (MRV), carbon registry management, and alignment with national climate commitments such as the NDC. It further specifies procedures for project approval, implementation, benefit-sharing, and financial mechanisms supporting forest carbon initiatives. Roles and obligations of government bodies, project developers, and local communities are defined, along with compliance requirements and penalties for violations.
