Decision No.0166 on Factories.

This Decision is developed in accordance with the Law on Processing Industry. It establishes the comprehensive regulations and technical standards for the establishment, operation, and management of processing factories in the Lao PDR.
The Decision defines the requirements for site selection, construction standards, and the technical documentation needed to obtain a factory establishment license. It outlines the procedures for applying for and renewing factory operation licenses, including the mandatory safety and environmental certifications required before production can begin. It mandates strict adherence to industrial safety protocols, waste management systems (liquid and solid), and air quality standards to minimize the impact on surrounding communities and the environment. In addition, the Decision makes provisions on inspection, labor and hygiene , and the general welfare of factory staff.
