Decision No.0333 on List of Goods Requiring Import or Export Licensing.

Type of law
Regulation
Abstract
This Decision establishes the specific list of goods that require a license from the Ministry of Industry and Commerce prior to being imported into or exported from the Lao PDR. It serves as a central administrative tool to monitor trade flows, ensure national security, protect the environment, and comply with international trade obligations. The Decision aims to provide transparency for businesses by clearly defining which products remain subject to non-automatic licensing requirements.
The Decision clarifies that any goods not explicitly mentioned in the attached Annex are exempt from prior licensing and can proceed directly to customs declaration at the border, provided they meet standard technical and sanitary requirements. It outlines the procedures for updating the list—including adding or removing items—based on the evolving socio-economic needs of the country or changes in international treaties. Furthermore, it mandates that all licensed goods must still adhere to the technical regulations and "Sanitary and Phytosanitary" (SPS) measures defined by relevant sectors to ensure the safety and quality of traded products.
