Abstract
This Decision provides the standardized guidelines and procedures for Village Authorities across the Lao PDR to draft, amend, and implement village rules, aiming to ensure that village-level rules are consistent with national laws, protect the rights of citizens, and promote order and harmony within local communities.
The Decision outlines what must be included in village rules, such as rules on security and order, land use, environmental protection, cultural preservation, and the management of common village property. It mandates a participatory approach where drafts must be discussed and approved by a meeting of village members or house representatives to ensure community consensus. All drafted rules must be reviewed and certified by the District Governor or City Mayor before they become legally effective.
