District Level manages small-scale factories, conducts field inspections, and monitors daily operations, hygiene, and the environmental impact of local industrial activities. The Decision also defines specific requirements for technical inspections, reporting structures, and the coordination needed among these different levels of government to manage raw materials, waste disposal, and factory safety.
