Abstract
This Ministerial Decision establishes the fundamental regulatory framework for the sustainable management, protection, and utilization of tree seed sources across the Lao PDR. Its primary objective is to develop high-quality seed sources in national protection, conservation, and production forests to support long-term reforestation and biodiversity goals. By standardizing how these biological resources are handled, the state ensures that forest development is based on scientifically sound and sustainable practices.
Specifically, the Ministerial Decision defines technical requirements for identifying "mother trees" and mandates minimum land areas for seed sources, such as 25 hectares for natural forests and 1 hectare for plantations. It outlines a decentralized management structure where District Agriculture and Forestry Offices collaborate with village authorities to monitor seed collection and prevent illegal logging or encroachment. Furthermore, it prohibits the unauthorized trade or conversion of certified seed source areas and establishes strict penalties for any activities that threaten the integrity of these vital genetic resources.
