Abstract
This Decision sets out principles, regulations and measures on the management, monitoring and inspection of tourism activities in forest areas to promote and develop tourism related to the management, protection, development and sustainable use of forests and forest lands, aiming to create a sustainable financial mechanism for forest management, create jobs, increase income for communities living in and adjacent to forest areas, and contribute to the socio-economic development of the country and localities.
The Decision defines principles for sustainable tourism that protect forest ecosystems, respect local culture, and contribute to community livelihoods. It classifies types of forestland tourism, including ecotourism, adventure tourism, and cultural–natural attractions, while assigning responsibilities to the Ministry of Agriculture and Forestry, the Ministry of Information, Culture and Tourism, and local authorities for planning, approval, and supervision.
Further provisions set conditions for investors and business operators, including feasibility studies, environmental safeguards, benefit-sharing with communities, and compliance with forest protection laws. The Decision also regulates prohibited activities, such as damaging forest resources or disturbing wildlife, and outlines monitoring, reporting, contract obligations, and penalties.
