Abstract
This Decree establishes the legal framework for management, allocation, use, protection, and development of agricultural land in Laos. Agricultural land is classified into several categories such as paddy fields, crop land, livestock land, industrial crop areas, and land reserved for agricultural development. The Decree defines the responsibilities of government authorities at all levels regarding land surveys, zoning, registration, and issuing land-use rights. It emphasizes sustainable land use, protection of soil fertility, prevention of land degradation, and promotion of agricultural productivity.
The Decree further regulates rights and obligations of land users, including proper land use, soil conservation, payment of land fees, and adherence to technical standards. The Decree also governs land leasing, concessions, transfer of land-use rights, and resolution of land disputes. It prohibits unauthorized land conversion, encroachment, and activities that damage agricultural land.
