Decree no. 02/GoL on Animal Feed.

This Decree, consisting of 64 articles and made pursuant to the Law on Livestock and Veterinary no. 08/NA, dated 11 November 2016, specifies principles, rules and measures to manage, monitor and inspect the role of animal feed in order to ensure the quality, standard, safety and nutrition provided as well as protect livestock in the PDR of Laos, through the consumption of sustainable food and products, which contribute to strengthening the national socio-economic context in a framework of green and sustainable development. The Decree defines animal feed as an edible material, which consists of an instant ingredient, semi-instant or unprocessed ingredient, which can be used for animals nourishment. Other relevant terms defined are: animal; HACCP (Hazard Analysis and Critical Control Point) as a system designated for evaluating and controlling the dangerous point that can impact food safety; animal feed additives; instant, semi-instant and unprocessed animal feed; fake animal feed; poor quality animal feed; business operator.
Matters covered by this Decree concern: categories and animal feed lists, including: concentrated food, coarse food, implementation at check-point during import, contaminants; animal feed registration, including conditions, exceptions, suspension of licenses, requested documents; standard, quality and safety of animal feed, including: production, sampling, packaging and labelling, import, export, transit and sale of animal feed, planting and processing of animal feed in farm; operating business on animal feed, including: types of business admitted, exemptions, conditions of business operators, use of animal feed business license, rights and obligations of business operator; prohibitions for licensees, for government officials and veterinarians, for animal feed users; management of inspection, including rights and duties of veterinarians; disciplinary and criminal measures and final provisions, including animal feed containing dangerous substances harmful to animal and consumer’s health.
