Abstract
This Decree, consisting of eight Chapters, elaborates the provisions of certain articles of the Law on Plant Protection (hereafter “the Law”). It shall ensure uniform application of the Law throughout the country and shall ensure the accuracy, clarity, correctness, effectiveness and understanding of the Law in a manner that is in line with international treaties and agreements to which the Lao PDR is a party. This Decree also aims to facilitate trade in plants, plant products and other regulated articles. Plant protection, as defined in the Article 2 of the Law, shall mean the application of phytosanitary measures such as: inspections; quarantine; the declaration of outbreaks and zones; and other actions in line with international treaties and agreements to which the Lao PDR is a party. The Decree is divided as follows: General provisions (I); Control of pests (II); Import (III); Consignments in Transit (IV); Export (V); Phytosanitary Business (VI); Implementation of Plant Protection (VII) and Final Provisions (VIII).
