Decree No. 296/GOV on Electronic Trade.

This Decree aims to develop a modern, safe, and reliable e-commerce environment that protects the rights of both consumers and merchants while facilitating regional and international integration. It establishes the principles, regulations, and measures for managing and monitoring electronic commerce (e-commerce) in Laos.
The Decree applies to all individuals and entities engaged in e-commerce within Laos. It defines e-commerce as the buying, selling, or exchange of goods and services via electronic channels. It identifies three primary forms of e-commerce: trading through one’s own electronic channel, trading within an established electronic marketplace, and providing electronic marketplace services. Operators of their own e-commerce channels or those selling in marketplaces must notify the Ministry of Industry and Commerce. However, those providing the Electronic Marketplace Services must obtain a specific business license. The Decree further details the formation, validity, and termination of e-contracts.
