Abstract
This Decree establishes the principles and measures for managing and monitoring water supply pricing throughout the Lao PDR. Its primary goal is to ensure that water services are efficient, equitable, and sustainable, balancing the need for public and private investment with the necessity of providing affordable and sufficient water to all citizens.
The Decree defines pricing principles aligned with national socio-economic plans and sustainable development goals, emphasizing transparency, cost recovery, and service quality. It defines specific pricing structures based on user categories, distinguishing primarily between household and non-household consumers. For households, a progressive three-tier pricing system is utilized to subsidize lower-income families, while non-household entities—such as government offices and businesses—are charged flat rates that may be up to double or triple the minimum household rate.
