Abstract
The primary objective of this Decree is to enhance the effectiveness of forest management, ensure the sustainable use of natural resources, and curb illegal activities that lead to deforestation. The Decree outlines specific criteria for calculating fines based on the severity of the offense and provides a structured process for the seizure and management of illegal forest products.
Regarding natural heritage, the Decree contains robust provisions to penalize activities that damage protected conservation areas and high-value ecosystems. It imposes heavy financial penalties and the confiscation of equipment for unauthorized logging or land clearing within national parks and heritage forests. Furthermore, the law mandates that 40% of the revenue generated from these fines be allocated to the Forest Protection Fund. This fund is specifically designated for the restoration of degraded forest lands, biodiversity conservation, and the long-term preservation of the country’s natural forest heritage.
