Decree no. 374 of 2023 concerning the management and use of pesticides in the Oudomxay Province.

This Decree, implementing provisions of the Law no. 13/NA of 2016 on Plant Protection and Quarantine, provides for defining principles and measures regarding the management and use of pesticides, in order to ensure the quality and effectiveness of pesticides on people, animals, plants and the environment, through the monitoring and inspecting of the related activities. The Decree aims at making agricultural and forestry production cleaner and more sustainable, thus contributing to the socio-economic development of the province. Matters covered by this Decree include: use of pesticides in cultivation; business operations related to pesticides; registration of enterprises and pesticides; issuance of licenses to import, export and distribute pesticides; obligations of pesticides operators, including: participating in the development of herbicides and pesticides, paying fees, service fees and other obligations related to pesticides production and use, being responsible for damages caused by pesticide use; transport of pesticides; compliance with production standards; disposal and collecting of pesticide waste; restriction on use of pesticides; penalties and offences.
