Abstract
This Decree establishes the comprehensive regulatory framework for implementing the Law on Processing Industry across the Lao PDR. Its primary objective is to unify the establishment, management, inspection, and environmental protection standards for processing factories nationwide. By standardizing these activities, the government aims to modernize the industrial sector, promote sustainable development, and ensure that all industrial operations align with national socio-economic goals.
Specifically, the Decree assigns distinct roles to various ministries to support industrial growth, such as the Ministry of Finance managing tax incentives for machinery imports and the Ministry of Agriculture ensuring the quality of raw materials. It also mandates the creation of industrial zones and master plans to facilitate investment and technical advancement. Furthermore, it provides special provisions for family-scale processing units, tasking the Ministry of Industry and Handicrafts with developing specific regulations for smaller businesses with fewer than ten employees.
