Decree of the President of the Lao People’s Democratic Republic on the Promulgation of the Law on Food No. 04/NA.

This Law provides for measures for the administration and inspection of activities related to food in order to control the quality and safety of food.
The Law shall set out food standards which shall measure the character of each type of food including their safety, hygiene and nutrient contents. Food products for which Lao food standards are not available shall base themselves on the Codex Alimentarius guidelines.
In addition, the Law stipulates measures for the initial production of food, for its preparation, its distribution and its import and export to ensure that the products are of good quality and respect hygiene and safety conditions.
The Law further provides for: operation of food businesses; restrictions in the production, preparation, storage, import, export, distribution of food, packaging, etc.; rights and obligations of the consumer; establishment of the food administration and inspection agency; rights and duties of the Minister of Health; inspection of food; penalties; etc.
