Abstract
This Decree establishes the legal framework for the management, conservation, and sustainable use of production forests in Laos. It defines the types of production forests, their boundaries, management responsibilities, and principles for forest utilization. It outlines the roles of central and local authorities in planning, zoning, inventorying forest resources, and ensuring that forest use aligns with national socioeconomic and environmental goals.
Furthermore, the Decree stipulates permitted and prohibited activities, including rules for harvesting timber and non-timber products, forest restoration obligations, and community participation. The Decree also regulates forest leases, concessions, monitoring, and reporting requirements. Penalties for illegal logging, encroachment, and violations of forest management obligations are specified in the final sectionss.
