Abstract
This Decree sets out principles, regulations and measures on the management, protection of, development and use of protection forests, aimed at preventing all incidents that will occur or are occurring, making protective forests abundant, reducing risks from the impacts of climate change, and improving people's livelihoods in connection with promoting nature tourism, contributing to the socio-economic development of the country in a green and sustainable direction. It sets out the purpose of protection forests, which include conserving water sources, preventing soil erosion, maintaining biodiversity, and safeguarding areas against natural disasters. It classifies protection forests into national, provincial, district, and village levels, and assigns responsibilities to government authorities for zoning, boundary demarcation, planning, monitoring, and community involvement.
Further sections regulate permitted and prohibited activities within protection forests. Strict controls are placed on logging, land clearing, mining, infrastructure development, and wildlife exploitation. Communities may use certain forest resources sustainably under supervision. The Decree also outlines restoration obligations, forest patrolling, penalties for violations, and cooperation mechanisms among sectors.
