Abstract
This Prime Minister’s Order aims to transform ornamental plant production into a sustainable commodity that generates income for local communities while reducing the illegal exploitation of wild flora. The Order seeks to balance economic development with environmental conservation by encouraging the use of modern techniques for breeding and domesticating rare plant species.
Specifically, the Order mandates the Ministry of Agriculture and Forestry to register production groups and regulate the import and export of ornamental species in compliance with national laws and the CITES convention. It assigns the Ministry of Natural Resources and Environment to survey and list plant varieties suitable for commercial use to prevent the extinction of protected species. Furthermore, local authorities are directed to facilitate land access for nurseries and provide technical support to farmers to ensure the industry's growth aligns with "green" and sustainable growth targets.
