Abstract
This Health Sector Reform Strategy (2021–2030) aims to improve the quality, accessibility, and equity of health services, achieve universal health coverage (UHC) by 2025, and contribute to the Sustainable Development Goals (SDGs) by 2030, while addressing challenges such as health inequalities, disease burden, and system capacity constraints.
The Strategy is structured around five pillars: health service delivery, human resources for health, governance and coordination, health financing, and health information and monitoring systems. It defines targets and measures including strengthening primary health care, improving infrastructure and workforce distribution, expanding national health insurance, enhancing data systems, and promoting multi-sectoral coordination. The Strategy also establishes implementation phases (2021–2025 and 2026–2030), monitoring mechanisms, and institutional arrangements to ensure effective execution and alignment with national development priorities.
