Abstract
This Instruction establishes the official procedures and requirements for registering production establishments—including farms, packing houses, and silos—involved in the export of agricultural products from Laos. Issued by the Ministry of Agriculture and Forestry, it aims to harmonize national management standards with the phytosanitary requirements of importing trade partners and domestic plant quarantine laws.
To obtain a registration certificate, exporters must submit a formal application along with business licenses, tax certificates, and a detailed pest management plan to provincial authorities. Following a successful technical inspection and evaluation, the Department of Agriculture issues a certificate valid for three years. Registered operators are obligated to maintain phytosanitary safety standards and facilitate inspections by quarantine officials, as certificates can be suspended or revoked for non-compliance.
