Instruction on the Implementation of Prime Minister’s Order No. 09/PM dated 2 July 2018 on Strengthening the Management of Land Use for Concessions for Industrial Tree Plantations and Other Crops Nationwide, No. 1758/MAF.

This Instruction provides guidance for implementing Prime Minister’s Order No. 09/PM on strengthening control over land use for agricultural and forestry concessions across the Lao PDR. It aims to ensure uniform understanding and coordinated enforcement at central and local levels, promoting lawful, transparent, and sustainable land management for industrial tree plantations and commercial crops.
More specifically, it mandates review of existing concessions, suspension of new rubber plantation concessions on state land, and stricter procedures for land allocation, environmental assessment, and project approval. It requires zoning of protected and conservation forests, registration of plantation areas, compliance with technical and environmental standards, and monitoring of banana and other crop investments to safeguard state, investor, and community interests.
