To qualify for certification, trees must have a circumference of at least 30 cm, and owners must provide valid land titles or documentation of traditional usage for at least 20 years. The process is managed at the village level, where authorities conduct inspections and issue certificates for a fee.
The regulation streamlines the commercial and domestic use of timber while ensuring environmental oversight. Harvesting natural trees requires provincial or ministerial approval depending on the tree category, whereas fruit trees can be moved without prior permission if reported to district offices. Notably, cutting trees for household or public benefit is exempt from resource fees.
