This Law establishes the fundamental principles and legal framework to promote and protect gender equality in the Lao PDR. It aims to eliminate all forms of gender-based discrimination by ensuring that both men and women have equal rights, opportunities, and benefits across political, economic, socio-cultural, and family spheres. By integrating gender perspectives into national policy, the state seeks to foster a harmonious society where all citizens can contribute to and benefit from sustainable socio-economic development.
At the operational level, the legislation defines specific measures to ensure gender balance in leadership roles, employment, and education. It mandates the creation of monitoring mechanisms to prevent domestic violence and harassment, while providing a clear pathway for legal redress. The Law also outlines the responsibilities of government agencies and social organizations in implementing gender-responsive budgeting and public awareness programs, with strict penalties established for individuals or entities that violate equality standards or obstruct the advancement of women.
