Law on Health No. 38.

This Law on Healthcare establishes the fundamental principles and regulations for the management and development of the health sector in Laos. It aims to ensure that all citizens have access to quality, equitable, and efficient medical services while promoting disease prevention and health education. The Law provides a legal framework for both public and private health facilities to operate under unified standards to protect the well-being and lives of the population.
The Law defines public health as a coordinated process involving services and support activities delivered through the participation of individuals, organizations, and public and private sectors. It outlines state policies prioritizing prevention, health promotion, treatment, and rehabilitation, and sets principles such as equity, quality, transparency, and national coordination. It also establishes citizens’ rights and obligations, the scope of application, and forms of international cooperation in public health.
