Abstract
This Law, consisting of 143 articles, sets out principles and measures for the management, monitoring and inspection of waterways, in respect of the principles of efficiency, effectiveness, modernity, sustainability and the protection of environment. The Law defines the following relevant terms: vessels, boats and water vehicles made of wood and metal; ships; dangerous goods, including radioactive materials and chemicals harmful to health, human life and animals; river infrastructures; water accidents, including those causing damages during navigation and affecting human life, property, environment, ecosystem, economy. According to the Law, the government encourages investment in tourism in form of joint investment between the public and private sectors.
Matters covered by this Law include: general principles; international cooperation; rights and obligations concerning passenger transportation; requirements concerning transportation of goods, wild animals, plants and plant products; compensation in case of damages; rights, obligations and responsibilities of ship operators; types of ships and vessels, including fishing vessels; inspection of ships; registration of ships; water protected areas, including: groundwater, surface waters; provisions for land reclamation and restoration; construction and maintenance of water infrastructures; ports and navigation channels; general and specific prohibitions; water management agency.
