Law no. 71/NA on Disaster Management.

This Law, consisting of 70 articles, defines principles, regulations and measures on disaster management, in order to reduce the effects of disaster on health, lives, assets of the Government, the environment and basic infrastructure, as well as in order to implement efficiently a system of recovery, maintenance and re-construction after disaster, able to link up at regional and international levels, and thus contribute to the national socio-economic development in line with green sustainability and national security policies. According to the Law, disaster is intended as a severely dangerous event, natural and/or man-made, that causes major damages to health, lives, assets, economics and livelihoods of human-being in society, both short-term and long-term; disaster management is the implementation of various principles, regulations and measures on prevention, control and recovery of disaster. What is more, this Law defines the following relevant terms: natural disaster, man-made disaster, dangerous situation, severe disaster, disaster risk, raw data.
Matters covered by this Law concern: prevention, control and recovery, including: disaster prevention, data collection and registration of risk zone, determination of risk zone, risk mapping, development of disaster risk information system, access and use of information, risk assessment, risk reduction, disaster response preparedness, early warning in case of disaster covering the area of villages, districts or provinces, evacuation announcement, prevention measures, disaster control, emergency assistance, exploration, search and rescue, declaration as disaster affected zone, disaster control measures, post disaster recovery; assistance, responsibility of the State, social contribution, including: assistance and related procedures, responsibility of the State and responsibility of the community, involvement of the society; rights and obligations of disaster affected people, including: right to receive emergency relief assistance, food and drinking water, access to public health service, special facilitation for pregnant mothers, children and people with disabilities; disaster management fund; general and specific prohibitions; disaster management committee; management and inspection; measures against violators; final provisions.
