Law No.28 on the Prevention and Control of Communicable Diseases (Amended).

This Law establishes the principles, regulations, and measures for the prevention, surveillance, and control of communicable diseases in the Lao PDR. The 2023 amendment incorporates lessons learned from the COVID-19 pandemic to strengthen the national health security system and response mechanisms for public health emergencies.
The Law categorizes communicable diseases into different groups (e.g., highly dangerous, common, or newly emerging) to determine the level of required state intervention. It mandates a national system for monitoring disease outbreaks, requiring healthcare providers, laboratories, and local authorities to report suspected cases to the Ministry of Health within specified timelines.
Further more, the Law outlines requirements for vaccinations, health education, environmental hygiene, and border health inspections (quarantine) at international points of entry. In addition, it grants the government specific powers during outbreaks, such as declaring red zones, implementing lockdowns, and establishing temporary treatment centers.
