Abstract
This Law defines the principles, regulations, and measures related to the management and monitoring of land vehicle work in order to make the work efficient, effective, modern, uniform, and centralized, with the goal of ensuring convenience, accuracy, and transparency, order, protection of life, property, the interests of individuals, legal entities, and the public, and the ability to be linked to the region and internationally, as well as contribute to the nation's social and economic development.
The Law provides for the management, technical inspection, and registration of motor vehicles and trailers in Laos. The government promotes individuals, legal entities and organizations both domestically and abroad to invest in the assembly, production, export and distribution of all types of land vehicles, including the import of machinery for agriculture. The government promotes the use of land vehicles that use clean energy, are friendly to the environment and are safe for health (art.4). Land vehicles that are permanently imported in the case of new cars must have a certificate of quality, safety and environment from the factory, for used cars must have a technical inspection certificate from the country of origin of the year of importation (art.17).
