Abstract
This Decision establishes the legal framework governing border trade in the Lao PDR. It sets out principles, procedures, and measures to regulate trade activities conducted through border checkpoints with neighboring countries, aiming to facilitate lawful trade, promote economic cooperation, generate employment, and improve living standards in border areas.
More specifically, the Decision defines forms of border trade—general trade, trade under bilateral agreements, and local border trade by residents—and prescribes compliance obligations for traders. It outlines prohibited acts, enforcement measures, and sanctions for violations. The Ministry of Industry and Commerce is designated as the lead authority, with responsibilities allocated at central, provincial, and district levels to supervise, coordinate, and monitor implementation nationwide.
