Abstract
This National Policy on Crop Production Promotion (NPCPP) of the Lao PDR is developed to ensure food security, nutrition, and the production of domestic goods and exports through modern, clean, and sustainable agricultural practices. The policy outlines the current state of crop production in Laos, highlighting potentials such as the country's membership in the WTO and regional trade agreements, its favorable climate and water resources, and the availability of agricultural land. It also identifies challenges like limited access to funding, high production costs, and the need for improved infrastructure and technology. The policy seeks to increase crop production to meet domestic needs and boost exports, with specific targets set for various crops. By 2030, the policy aims to produce 4 million tons of rice, with food crops and commercial crops reaching 10 million tons. This includes specific targets for various crops: 2.5 million tons of food crops (190,000 tons of sweet corn, 250,000 tons of taros and sweet potatoes, 550,000 tons of fruits, and 1.6 million tons of vegetables, etc.), and 7.5 million tons of commercial crops (maize, coffee, sugarcane, cassava, etc.). In addition, the estimated export value of plants and plant products by 2030 will not be less than 1.5 billion US dollars.
The NPCPP addresses key areas such as land allocation, agricultural inputs, crop processing, export promotion, human resource development, and access to finance and proposes various measures. It emphasizes the importance of sustainable practices, quality standards, and the use of modern technology to enhance productivity and competitiveness. The policy also highlights the need for better infrastructure, improved market access, and support for farmers and entrepreneurs. Implementation involves coordinated efforts across various ministries and sectors, with monitoring and evaluation mechanisms in place to track progress and ensure the policy's goals are met.
