Abstract
The General objectives of this National Policy are: Promote livestock and aquaculture development as priority sectors for national socio-economic growth; Strengthen food and nutrition security through increased production of animal and aquatic products; and Improve rural livelihoods and income generation, particularly for farmers and local communities. The Specific objectives include: Increase productivity and production efficiency in livestock and aquaculture systems; Improve quality, safety, and standards of animal and aquatic products; Promote modern, sustainable, and climate-resilient farming practices; Strengthen value chains, including processing, distribution, and market access; Enhance animal health, breeding systems, and feed supply; Encourage investment, private sector participation, and technology transfer; Build institutional capacity and human resources for sector management and extension services.
The Policy sets out key measures including improvement of breeding systems, feed supply, and animal health services, and promotion of modern farming practices. It provides for strengthening processing, storage, market access, and product standards, including traceability. It encourages domestic and foreign investment, public–private partnerships, and agribusiness development, alongside research, innovation, extension services, and training. The Policy also emphasizes sustainable resource management, environmental protection, climate resilience, and risk management, and establishes coordination, monitoring, and implementation responsibilities among relevant authorities.
