Abstract
The general goals of this National Strategy on Climate Change toward 2030 strategy are to achieve the targets of Net Zero Emissions by 2050 (NZE 2050) and to better enable Lao PDR to adapt to climate change. The Strategy builds on the 2010 strategy and aligns with international commitments such as the UNFCCC, the Paris Agreement, and the Sustainable Development Goals. It identifies climate change as a major threat to key sectors—including agriculture, infrastructure, and public health—and emphasizes the country’s vulnerability to floods, droughts, and extreme weather events.
To address climate change impacts on socioeconomic development and environmental sustainability, the Strategy is structured around three main pillars: 1. The enhancement of prevention, resilience, adaptation, risk reduction, and rehabilitation of climate change-associated impacts; 2. The enhancement of prevention methods for the control and mitigation of greenhouse gases; 3. The mainstreaming of climate change management in sector plans and creation of an environment conductive to climate change management. These are supported by nine priority programs covering data systems, investment, monitoring and reporting, capacity building, technology transfer, education, climate finance, and institutional strengthening.
